The Hong Kong Government has been accelerating the adoption of technologies for site safety and promoting the full implementation of 4S. To further drive this initiative, the DEVB (Development Bureau) mandates that capital works contracts over $30 million fully adopt 4S. Moreover, since July 2024, the Buildings Department has introduced mandatory measures to ensure compliance.

The platform also comes with fully customizable work permit modules that would allow the site managers to add, generate and submit the work permits required for the construction sites.

In the first half of 2023, the construction industry experienced 1,397 industrial accidents, resulting in an accident rate of 25.5 per 1,000 workers (Figures). In light of this, CONDUCTOR also monitors site conditions, such as water leakage, indoor air quality, and smoke detection, triggering alarms when thresholds are exceeded.
Furthermore, AI video analytics utilize contractor-provided cameras to ensure worker safety by detecting PPE compliance, smoke, and falls from height. Managers can continuously monitor construction sites using the centralized management platform so they can implement enhancements proactively when potential hazards are detected.

For ESG compliance, the platform monitors carbon emissions and resource management by tracking material deliveries and construction activities through sensors for utilities like electricity and water. It calculates carbon emissions following international guidelines, such as the GHG protocol and EN 15978, and generates reports on carbon emissions and resource consumption metrics in alignment with local and international standards, including GRI and HKEx ESG.
In terms of site resilience, the platform assesses environmental conditions like noise, air quality, water discharge, and lighting, which influence green building certification. The platform also addresses the risks posed by extreme weather, helping to mitigate potential delays in project timelines. Furthermore, it digitalizes all governmental submissions related to site conditions to streamline compliance and reporting processes.
